Hierarchy of governance

SafeDAO governance is built on a hierarchy of norms. Each level must comply with the level above. The Constitution sits at the top, setting the blueprint for SafeDAO. The Governance Framework must align with the Constitution, and in turn, seasons and individual proposals must adhere to the Governance Framework.

Scope of governance

The following domains are under governance of SafeDAO:

• Constitution
• Governance framework (scope, dynamic governance, decision-making, proposal implementation)
• Resource allocation framework (OBRA)
• Assets of SafeDAO (see Treasury)
• Safe Grants Program (with funding and administrative support provided by SEF)
• SEF governance signaling (suggestions regarding establishment and composition of DAO committees)
• Token transferability
• Protocol parameters (once transferred to SafeDAO governance)

The Foundation's fiat funds and its Safe token allocation are not under scope of SafeDAO governance, unless specifically allocated for SafeDAO purposes by the Foundation.
