1. What is OBRA?

OBRA (Outcomes-Based Resource Allocation) is SafeDAO's approach to efficiently allocate resources to the most important needs of the Safe ecosystem. Every funding request (an 'initiative') must demonstrate alignment with approved strategies and measurable outcomes.

The framework was established through SEP-8 (passed November 2023, 100% approval). SEP-49 later introduced committee and council governance structures within OBRA, creating the Strategy Steering Committee (SSC).

2. Evolution of OBRA

• Nov 2023: SEP-8 launched the OBRA framework (Milestone D for token transferability)
• Dec 2023: SEP-10 defined 5 core strategies + wildcard, with budget allocation
• Feb 2024: First batch of 9 OBRA initiatives funded (SEPs #12–20)
• Jun 2024: SEP-28 amended the OBRA budget for Season 2
• Dec 2024: SEP-49 restructured OBRA with committee and council governance
• Aug 2025: SEP-54 paused all resource allocation

3. Which strategies are funded?

Through SEP-8 and SEP-10, SafeDAO agreed on 5 strategies plus one wildcard:

1. Research and implement Safe token utility
2. Foster module ecosystem
3. Increase awareness of Safe Ecosystem
