What happened

SEP #54 — Temporary pause on resource allocation of SafeDAO — was proposed by Andre (Safe Ecosystem Foundation) and passed on August 4, 2025, with 98.8% approval (250 voters, 11.4M SAFE voting power). It is a constitutive proposal that temporarily halts all OBRA-funded initiatives and restricts new resource allocation proposals.

Why the pause was enacted

The Safe Ecosystem Foundation identified three major structural shifts that require focused resources from the core team, resources that were previously split between product work and administering OBRA funding programs:

  1. Safe Labs launch: A new commercial entity focused on enterprise self-custody infrastructure
  2. Safe Research establishment: A dedicated R&D arm for the cypherpunk stack
  3. Product pivots: Safenet paused and open-sourced focusing on security-related protocol research

The proposal noted that previous OBRA funding programs required "substantial resources from the core team" — bandwidth that is now needed for this critical transition period.
