Governance authority

SafeDAO governance has authority over the SafeDAO treasury assets as defined in the Constitution (SEP-4) and Governance Framework (SEP-7). The scope of governance includes 'Assets of SafeDAO' — meaning token holders can vote on how treasury funds are allocated and managed.

Key governance decisions affecting the treasury:

• SEP-9 established stablecoin funding by swapping OP/ARB tokens for stablecoins via SEF
• SEP-24 appointed karpatkey as professional treasury manager
• SEP-44 created SafeDAO's first revenue stream through community-aligned fees

The Foundation's fiat funds and its own Safe token allocation are not under scope of SafeDAO governance.
